	Telephony operator license (either fixed or mobile)
	Managed broadband access (unbundled or bitstreem)
	Local numbering and managed voice interconnection
	Number portability
	Emergency calling
	Relevant voice customer base into the business segment
	Local sales organization or channel as local support
